Should the number of neonatal deaths and stillbirths globally be considered a pandemic?

Each year, about 2.4 million neonates die, and around 2 million women experience a stillbirth in a generally viable pregnancy. These numbers have not changed much in the last decade, indicating that there are still unacceptably high neonatal mortality and stillbirth rates.
